"Continue" or "Submit" takes the user to the top of the page

Is your feature request related to a problem? Please describe.

When a user submit a survey, or goes to the next page by clicking on the "Continue" button, the page refreshes and goes back to the top. This is especially bad UX on mobile screens and when there is an announcement before the survey as the user gets completely lost and has to scroll all the way back to continue filling in or see the message "You've filled the survey".

The page should scroll back to the top of the survey.

I just checked and this is also the behaviour for proposals! We have four steps to submit proposals, it's really not user-friendly to force the user to scroll back each time they move to a new phase!
