Accountability from the front-office

Currently the “accountability” component is administrated from the back office by platform admins.
Some participatory budgets, where ideas are transformed into reality by the proposers of the projects, need to have public updates on their progress from the proposers themselves. Currently only admins can add content to the accountability component.
Describe the solution you'd like
We would like participants/groups to be able to use the accountability component from the front office. As the change is major, and we will not be able to do it by ourselves, we would be glad to shape the UX and technical implementation of this upgrade together with members of the community (especially the ones willing to join forces on this one!).

Some funding may be provided by Open Source Politics and our clients, but not all, so this feature is actively looking for co-financing!

The idea would be to allow citizens (or organizations) to be responsible for the execution of projects and to report progress to the community.
There are a few different cases for it:
- An institution organizing a participatory budget can finance it, but the responsability for the execution and accountability would remain on the proposer (or a group)
- Accountability for financially independent projects for a community
I think the best way to ensure that there is no spam on it, is to only allow accountability for your own projects (or invite other people to contribute, but not everyone could do it).
Answering the questions:
What will participants be able to do? Create projects (admins could decide of permissions - everyone OR people from a census could do it), edit them, add milestones, update percentages (everything would only be for their own proposals).
Will all participants be able to do it? Depends on the decision of admins - they could either allow everyone, or only people from a CSV census
Will they be able to update the percentage of execution of a result? Yes, but only for their own proposals or proposals they were invited to manage.
Or, can they only add milestones in the evolution of a result? Yes, but only for their own proposals or proposals they were invited to manage.
What happens in case of contradictory inputs? Because only proposers or invited managers could add inputs, the last update would be shown.
