Make the order criteria for comments configurable from the admin

By default, comments are sorted by oldest first. Usually, users expect them to be sorted by recent first.

Describe the solution you'd like
As an admin, I want to be able to define the default order of comments, like I can define the maximum number of characters for comments by default in /admin/organization/edit.

Describe alternatives you've considered
In addition to what is described above, It is less necessary, but the possibility of defining the order of the comments by component could also be implemented (as is done now for the character limit).

Does this issue could impact on users private data?
