Add QR code generation as a sharing option

Is your feature request related to a problem? Please describe.

People come to Decidim platforms both from online and offline sources. However the link with offline sources (posters, street adverts, big screens) is difficult because the links might be long and complex. QR codes are a great way to link the offline and online spaces, but many QR generators suggested on Google are insecure, collecting data, etc..

Adding QR code generation in the "share" modal of Decidim.

Describe alternatives you've considered

We are hesitating between generating it on the back end or on the client side.
