Canvis a "Edit my private notes (Proposal component)"

Is your feature request related to a problem? Please describe.
As an administrator or valuator, I have the option to make private notes on a proposal response. Sometimes I misspell or miss writing something. Currently, I have to make a new comment.

I would like to be able to edit my new one and have it show when it was last changed.
