Allow changing the budget of a project

Is your feature request related to a problem? Please describe.
Sometimes projects can be created or imported inside wrong budgets. Currently there is no other way to fix the issue (move the project to correct budget) than going into the Rails console to perform this task.

Describe the solution you'd like
It should be possible to move projects between different budgets inside the same component.

Describe alternatives you've considered
Going into the Rails console and performing the job from there.

Or deleting the project and then re-creating it causing unnecessary work.
