Tag system for administrators/evaluators

The current category mechanism in Decidim is insufficient for evaluators and administrators. The current version of categories is both visible and configurable by end-users, which is good for the general use case but can't be used for evaluation and analysis of proposals. Administrators who require their own set of labels for effective management and analysis.
Describe the solution you'd like
The proposed solution is to implement a restricted-access tagging system exclusively for evaluators and administrators. This would enable the creation, editing, and assignment of multiple tags to individual contributions. Additionally, the feature should include an option to export data that carries these tags.
Features:
- Tag Creation: Evaluators and administrators can initialize and modify tags via a dedicated back-office interface.
- Tag Allocation: The system should allow each contribution to be marked with one or more tags.
- Data Export: Implement functionality to export a CSV or Excel file that contains all tagged contributions.

Of course!
This would be included in the section next to private notes. Administrators would be able to multi-select tags or create new ones. Proposals should also be filterable by tags.

This would for example allow to tag tasks to be done by administrators/valuators, do some internal analysis, etc. You know how on Decidim you use scopes for metaproposals and you indicate that they are for internal use only? Well that would be a use case as well. These tags would all be usable and useful to filter the proposals and assign relevant valuators. Manyyyy creative use cases could be put in place out of such a flexible solution.
To try answering this with more context, I think that this is a first step for a very big improvement in Decidim platform administration: enabling large participatory process administration. Also, I think that private notes should become more like a feed, with administrator names on their side. But that's of course a discussion for another metaproposal.
We are starting to get platforms that need to be managed by houndreds of admins/evaluators. I think it is in the Decidim’s natural evolution path to become a more comfy tool for multi-administrator collaboration.
As for other components, I think some of them could also benefit from this - especially the ones that are centered on user generated content.
