As a user submitting a proposal, I need immediate confirmation that my submission was received. Currently, there's uncertainty about whether the action was successfully processed by the system.

An email notification for the user immediately after they submit a proposal. The notification should confirm that their proposal was successfully received by the platform.

This should not be affected by batch notifications since it is time sensitive.
