Canvis a "Notifications for new attachments"

Is your feature request related to a problem? Please describe.
As an administrator, I sometimes need to notify users when I add important attachments to a participatory process. Right now, there's no way to let users know when new important files have been added.

Describe the solution you'd like
When adding a new attachment, I want a simple yes/no checkbox asking if I want to notify all users who follow the process about this new file. Similar to a checkbox you have when you update terms and conditions.

• Having set rules about which types of attachments trigger notifications

Additional context
This is super important in the context of a participatory process we call \"enquêtes publiques\" in France. We're trying to make Decidim compatible with the requirements of this process that is codified in the law.
