Des del 2019, els processos basats en el format de pressupost participatiu han tingut lloc a nombroses ciutats suïsses com a resultat de la transformació digital i les estratègies de ciutats intel·ligents associades, la majoria utilitzant decidim. Mentre que a Lausana es duen a terme processos anuals des del 2019, a altres ciutats (Zuric, Aarau, Thun, Lucerna) han estat fins ara projectes pilot puntuals.
A diferència del que passa en el context internacional, on les idees presentades per la població són posades en prà ctica per una administració municipal, els projectes duts a terme a Suïssa exigeixen que els proveïdors d'idees les posin en prà ctica ells mateixos. Creen aixà una nova manera de promoure projectes i xarxes veïnals, que sovint aborden qüestions en l'à mbit de l'adaptació al canvi climà tic o la reducció de la petjada de carboni.
La xerrada llampec ofereix una visió dels resultats d'aquests processos, les similituds i les diferències, i intenta definir els factors d'èxit per a l'aplicació dels pressupostos participatius i destacar les formes en què aquests processos es poden utilitzar per abordar els reptes de l'actual crisi climà tica. Urban Equipe ha pogut adquirir una profunda experiència amb aquest instrument des del 2019. Ha actuat com a organitzador de projectes per al Quartieridee Wipkingen (2020/21) i com a facilitador de processos per al Stadtidee Zürich (2021/22), el « Stadtidee Aarau» (2022/23) i el Klima-Idee Thun (2023/24).

Data-driven assessment of climate shelters' accessibility in Barcelona
1/ Participatory project funding for grassroots climate projects: Experiences from Switzerland

Since 2019, processes based on the participatory budget format have been taking place in numerous Swiss cities as a result of digital transformation and the associated smart city strategies - most of them using decidim. While annual processes have been carried out in Lausanne since 2019, in other cities (Zurich, Aarau, Thun, Lucerne) they have so far been one-off pilot projects.
Unlike in the international context, where ideas submitted by the population are implemented by a city administration, the projects carried out in Switzerland require the idea providers to implement them themselves. They thus create a new way of promoting neighbourhood projects and neighbourhood networking, often addressing issues in the realm of climate adaptation or reduction in carbon footprints.
The lightning talk provides an insight into the findings of these processes, their similarities and differences and attempts to define success factors for the implementation of participatory budgets and highlighting ways on how these processes can be used in tackling the challenges of the ongoing climate crisis. Urban Equipe has been able to gain in-depth experience with this instrument since 2019. It acted as project organiser for the "Quartieridee Wipkingen" (2020/21) and as process facilitator for the "Stadtidee Zürich" (2021/22), the "Stadtidee Aarau" (2022/23) and the "Klima-Idee Thun" (2023/24).

2/ Broadening horizons: Decidim as a tool outside the institutional environment

In this 10-minute talk, we will explore how the Decidim platform is being used in various social projects in both the private and public spheres. We will present case studies that demonstrate the versatility and effectiveness of Decidim beyond its use in city councils. We will discuss how the platform has facilitated participatory processes in initiatives such as the Assembly for Climate Change, the Berkane participatory budgets, the YoSoyZonaSur project, the participation process in Cochabamba with JICA, and the ONIC congress, among others. At the end we will present participa.cloud, a tool developed by aLabs to offer an affordable Decidim service in the cloud accessible to any organisation.
3/ Data-driven democracy: empowering citizens with information in participatory budgeting

How would you make sure your proposal is fair and beneficial for different areas and groups of people? How would you use data to support your arguments and choices? These are some of the questions explored in an exciting project where we aimed to provide citizens with relevant and understandable information about the city's situation and development. The idea was to help citizens deliberate so that they could make informed and equitable proposals that consider the needs of different areas and population groups. The project was part of a participatory budgeting process in Helsinki, where residents could propose and vote on how to spend part of the city's budget.
In the core of the project was a use of service design methods to understand the different needs and motivations of citizens to participate and use data as well as information design methods to visualize and present information in an engaging and clear way.
In this talk, I will share the insights and outcomes of our project and discuss what challenges and opportunities strengthening the role of information in participation brings along. Join me to discover how data can enable citizens to have a voice and a choice in their city.

4/ Decidim and the tragedy of the commons: Analysis and experience of free software under the principles of Elinor Ostrom

The aim of my work has been to answer the following questions:
(i) In the digital commons, specifically Decidim (free software), can the design principles of Elinor Ostrom be identified and applied to provide solutions in the sustainable self-management of these goods?
(ii) Are there differences in the sustainable self-management of digital commons compared to physical commons?
The work conceptualizes common goods and the interconnection between traditional and digital goods. We analyze the tragedy of the commons and the response in the form of self-governance to overcome its collapse. We will understand the philosophy behind free software and the particular problems of this type of goods. With the bibliographic review we propose a methodology that aims to identify and evaluate the Ostrom principles in the digital commons. The results have been obtained via field study (interviews and survey of the members of the association) which have allowed me to draw conclusions in the identification of an answer in the sustainable self-management (or not) of this type of goods , specifically free software.
The objective, then, would be to present the methodology and results of my work to the community. And, based on the Decidim case, discuss the satisfaction in the sustainability policies of the digital commons and present the possible differences of the collapse with respect to the traditional goods. It's a form of giving back that I'd like to do, after all the help I've received from the community <3 My work isn't perfect, and there's a lot to improve. Mientras que en Lausana se llevan a cabo procesos anuales desde 2019, en otras ciudades (Zúrich, Aarau, Thun, Lucerna) han sido hasta ahora proyectos piloto puntuales.
A diferencia de lo que ocurre en el contexto internacional, donde las ideas presentadas por la población son puestas en práctica por una administración municipal, los proyectos llevados a cabo en Suiza exigen que los proveedores de ideas las pongan en práctica ellos mismos. Crean asà una nueva forma de promover proyectos y redes vecinales, que a menudo abordan cuestiones en el ámbito de la adaptación al cambio climático o la reducción de la huella de carbono.
2/ Ampliando horizontes: Decidim como herramienta fuera del ámbito institucional

En esta charla de 10 minutos exploraremos cómo se está utilizando la plataforma Decidim en diversos proyectos sociales tanto en el ámbito privado como en el público. Presentaremos casos prácticos que demuestran la versatilidad y eficacia de Decidim más allá de su uso en ayuntamientos. Hablaremos de cómo la plataforma ha facilitado procesos participativos en iniciativas como la Asamblea por el Cambio Climático, los presupuestos participativos de Berkane, el proyecto YoSoyZonaSur, el proceso de participación en Cochabamba con JICA o el congreso de la ONIC, entre otros. Al final presentaremos participa.cloud, una herramienta desarrollada por aLabs para ofrecer un servicio Decidim asequible en la nube y accesible a cualquier organización.
3/ Democracia basada en datos: empoderar a los ciudadanos con información en los presupuestos participativos

¿Cómo te asegurarÃas de que tu propuesta es justa y beneficiosa para diferentes zonas y grupos de personas? ¿Cómo utilizarÃa los datos para respaldar sus argumentos y opciones? Estas son algunas de las preguntas exploradas en un apasionante proyecto cuyo objetivo era proporcionar a los ciudadanos información relevante y comprensible sobre la situación y el desarrollo de la ciudad. La idea era ayudar a los ciudadanos a deliberar para que pudieran hacer propuestas informadas y equitativas que tuvieran en cuenta las necesidades de las distintas zonas y grupos de población. El proyecto formaba parte de un proceso de presupuestos participativos en Helsinki, en el que los residentes podÃan proponer y votar cómo gastar parte del presupuesto de la ciudad.
4/ Decidim y la tragedia de los comunes: Análisis y experiencia del software libre bajo los principios de Elinor Ostrom

El objetivo de mi trabajo ha sido responder a las siguientes preguntas:
(i) En los bienes comunes digitales, concretamente en Decidim (software libre), ¿se pueden identificar y aplicar los principios de diseño de Elinor Ostrom para aportar soluciones en la autogestión sostenible de estos bienes?
(ii) ¿Existen diferencias en la autogestión sostenible de los bienes comunes digitales en comparación con los bienes comunes fÃsicos?
El trabajo conceptualiza los bienes comunes y la interconexión entre bienes tradicionales y digitales. Analizamos la tragedia de los bienes comunes y la respuesta en forma de autogestión para superar su colapso. Entenderemos la filosofÃa del software libre y los problemas particulares de este tipo de bienes. Con la revisión bibliográfica proponemos una metodologÃa que pretende identificar y evaluar los principios de Ostrom en el procomún digital. Los resultados se han obtenido mediante un estudio de campo (entrevistas y encuesta a los miembros de la asociación) que me han permitido extraer conclusiones en la identificación de una respuesta en la autogestión sostenible (o no) de este tipo de bienes , en concreto el software libre.
