Technical Office

Article 1. Definition of the Technical Office
1.

The Technical Office (hereinafter “TO”) is composed of all the employees hired by the Decidim Association.

2.

If new positions are opened to be part of the Technical Office, they must go through an open and fair selection process. The specifications of how each selection process will be developed will be defined by the Coordination Committee or the body to which it delegates this responsibility (a selection committee).

3.

The selection committee will be responsible for managing the selection and hiring process. It must be composed by, at least, one member of the Coordination Committee and one member of the Executive Directorate. The Coordination Committee could delegate their responsibility to another TO member. 

4.

The Technical Office is responsible for the execution of day-to-day duties in the following areas:
◦ Product design and development
◦ Communications with the public and the Decidim community 
◦ Promotion and fundraising for Decidim Association purposes
◦ Administration and human resources

These work areas may be expanded in accordance with the future needs of the Association as determined by the Coordination Committee.  

Article 2. Executive Directorate
1.

The Executive Directorate is the leadership and strategic direction body within the Technical Office. It acts as a bridge between the Technical Office and the Coordination Committee. It is a body co-led by people with a highly qualified profile and a track record in the Decidim project. This group leadership allows for the sharing of responsibilities and avoids the burden of leadership falling on a single individual.

The responsibilities of the Executive Directorate are:
1. Translating the high-level strategic directives of the Association, as articulated by the Coordination Committee, into day-to-day operations.
2. Developing, in collaboration with members of the Coordination Committee, an annual strategic plan for the Decidim Association to be presented at the annual Coordination Committee strategic meeting and at the annual Decidim Association General Assembly. 
3. To organise the day-to-day work of the Technical Office, coordinating the different areas in order to meet the defined objectives.
4. Supporting the employees of the Decidim Association in their professional development and encouraging and fostering an inclusive, open, and safe work culture in the Technical Office.

3. Members

1. The members of the Executive Directorate are nominated and confirmed by the Coordination Committee. 
2. They serve one-year terms; there are no term limits. 
3. Members of the Executive Directorate must be employees of the Technical Office.
4. It is preferable that the group be between 2 and 4 people, representing a diversity of profiles and gender equity.
5. The minimum number of members of the Executive Directorate is 2.

4. Powers

1. The members of the Executive Directorate may determine the appropriate reporting and other organizational structures within the Technical Office staff as needed to accomplish the responsibilities of the Technical Office. 
2. The Executive Directorate may receive and/or initiate contact and develop relationships with external parties, including potential Association partners as necessary to further the accomplishment of the Technical Office’s responsibilities. 
3. The Executive Directorate can apply for funding and define the projects to submit, based on the strategic direction defined in the annual plan.
4. Manage the budget on a daily basis and propose a budget for the upcoming year.
5. Make decisions on a day-to-day basis regarding the management of the TO and their projects.

5. Accountability

Accountability
1. The Executive Directorate is accountable to the Coordination Committee on a regular basis. At least one person from the Directorate shall attend CC meetings to share the work done by the Technical Office.
2. The Executive Directorate must report to the General Assembly of the Association at least once a year, sharing the efforts and results of the past year and articulating progress on the current strategic approach for the Association.
3. The Executive Directorate shall consult with the Coordination Committee on those decisions that - by their nature - are considered strategic.
4. The Executive Directorate shall draw up an Annual Report of activities to be published on the Association's official channels.

Article 3. Workers rights and duties
1.

All members of the Technical Office are made members of the Decidim Association for the duration of their tenure as Association employees. Members of the Technical Offices are not required to pay annual dues to the Association as part of their membership.

2.

As is the case with all members of the Association, employees of the Technical Office have the right to go directly to CC with requests via agenda proposals (see article on Decision-making process).
