Automatic translation for user generated content

We are working with the Belgium Federal State. As Dutch and French are official languages our client is asking of us ways we could provide automatic translation to user generated content like proposals and comments .

We've been exploring services like Deepl.com that seem to provide an interesting alternative to Google translate.

Just to mention another alternative, not sure about feasibility, UX, and so on, but we could optionally allow users to translate their own content. It would be (quite a lot of) extra work for users, but it would be quality content, and it could show a positive effort of users who opt-in towards mutual understanding.

This idea has been considered before, but it is far from trivial how to deal with conflicts (such as a participant intentionally translating an opposing proposal wrong, or how to deal with conflicts, or how to authorize or block users, etc.).
