Budgeting - Add shortened description for the projects in the listing view
In the budgeting component, the main listing view should show a short description for the project under its name.
This could be made configurable under the component's global settings, "Display short description for projects".
This short description could be directly fetched from the "Description" field by removing HTML from it and truncating it to fit a specified (fixed) length.
