Add answer options to initiatives

When answering to initiatives, admins don't have the possibility to add a tag to the initiatives that will be displayed in FO.

This possibility exists for Proposals. The admin can tag the proposal with "Accepted", "Rejected" or "Evaluating". Then the user can filter proposal index by state.


Describe the solution you'd like

As an admin, I want to be able to add answer tags to initiatives like for Proposals.

I also want to be able to select an answer date so the user knows when the decision has been taken (by the municipality, the organisation, ...).

When the initiative has been answered with "Accepted" or "Evaluating", the initiative behavior doesn't change. When the initiative has been answered with "Rejected", the initiative cannot receive signatures anymore.

The answer block in FO should display the answer date, and should take the org colors : (Rejected = Alert color, Evaluating = Warning color, Accepted = Success color).

Send a notification "notify_state_change" for those newly created states for authors, promoter committee members and admins.

@carol having answer options and extra states for initiatives has proven useful for the National Assembly.
