Alerts for Translation Issues

Is your feature request related to a problem? Please describe.
The machine translation system is currently translating each field for each language, which generates a large number of translation requests. Some of these translation requests may fail due to unspecified reasons, leading to incomplete translations across different languages. This lack of oversight on failed translations can lead to issues with the user experience, as certain content might remain untranslated without the admins being aware.

Describe the solution you'd like
We propose improving the notification system to alert admins about potential translation issues in content, such as failed translation requests or errors that can be detected by the system. The alerts would trigger if the number of translation keys (including machine-generated ones) is lower than the total number of the organization’s locales.

For example, an automated alert might state:
“The French translation of the title is missing from the resource '%{resource name}' (e.g., proposal 'Bug fixes').”

When the alert is generated, an admin could manually request a translation for the missing language via a button in the admin panel. If the translation request continues to fail after retry attempts, a counter would be incremented to track failed requests, allowing a technical administrator to investigate the issue further.
This alert system could be available at both the participatory space or global admin level, applying to either general reported content or specific spaces.

Describe alternatives you've considered

  1. Manual Monitoring: Manually tracking and identifying missing translations by inspecting content across different locales. However, this approach is inefficient and prone to human error.

  2. Automated Translation Retry: Instead of notifying admins, we considered automatically retrying failed translations, but this would not allow admins or technical staff to intervene or review the issue.

  3. Third-Party Translation Monitoring Services: Using external services to handle translation failures would add additional costs and complexity.

Additional context
The alert system could be customizable to allow specific roles or designated administrators to manage translation issues. Screenshots or further user interface mockups could be added once a preliminary design for the admin interface is available.
