How would this play out in reality? A private repo invisible to non-partners?
That's a good question. From my point of view we can not create a private repo for partners, this would be against the philosophy of the project and the social contract. Partners should have benefits, but not special privileges above others.
Honestly, I'm not quite agree with the way this point is worded. I will propose an amendment to refocus this partner benefit on greater contact with the product team to allow them to have this insight into what's new in the next release.
